Bill has served as a County Manager, County Administrator, EMA Director, and as President of the Georgia Association of County Managers & Administrators while in his government roles.

Twomey enjoyed a banking career prior to transitioning into local government. He chaired the Georgia Bankers Association rural lending group first as the Executive VP of a bank and later VP/City President. During his banking career he served in several key positions including: Vice-Chair of the local Economic Development Commission; Chairman of the Regional Commission Loan Board, Board member of the Tourism Authority, and President of his local Chamber of Commerce.

He brings to his position at ACCG a background in Finance, Management, Logistics, and planning – having negotiated Special Purpose Local Option Sales Tax (SPLOST), Local Option Sales Tax (LOST), Service Delivery Strategy (SDS), Intergovernmental Agreements, and other key initiatives. 

Bill grew up in rural Georgia, Cook County, but he has lived in several areas of the state including Athens (while attending UGA), Atlanta, Albany, McRae, Lyons, and Valdosta.
