ACCG Insurance and Risk Management Services


 
The ACCG Insurance and Risk Management Services are member-owned and managed programs dedicated to providing cost-effective risk financing and quality loss control services designed to meet the needs of local governments.  The association manages three risk-management and insurance programs:
 
ACCG - Group Self-Insurance Workers' Compensation Fund
(ACCG - GSIWCF)

ACCG - GSIWCF is a cooperative self-insured arrangement among its member created to finance or self-insure workers' compensation coverage. The fund is owned by its members and managed by a seven-member Board of Trustees composed of representatives from participating counties; it is regulated by the Georgia Insurance Commissioners Office.  ACCG - GSWICF began with 11 member counties on July 1, 1982; today there are 171 members with assets of over $145.7 million.  Since the beginning of the program, the fund has returned over $42.7 million in dividends to its members.  View the ACCG-GSIWCF Board Members

ACCG - Interlocal Risk Management Agency (ACCG - IRMA)

ACCG - IRMA is also a self-insured pool that members join to provide insurance coverage for property, automobile, general liability, law enforcement liability, public official's liability, crime and boiler and machinery exposures.  It too is owned by its members and managed by a Board of Trustees whose members are from participating counties. The fund began in 1987 with 14 members and today has 151 members with assets of over $86.1 million.  ACCG - IRMA has returned over $8.8 million in dividends to its members.  Because county governments operate different types of agencies from the private section – such as law enforcement, jails, and roads – their exposures are unique and require specialized coverage.  View the ACCG-IRMA Board Members

ACCG - Group Health Benefits Program (ACCG - GHBP)
 
ACCG - GHBP is a group program that provides health care coverage and benefits to member counties and their employees.  ACCG - GHBP contracts with Blue Cross Blue Shield of Georgia (BCBSGa) and uses the pooling concept to group all members together, keeping premiums as low as possible.  The program also offers a self-insured option for larger counties that want to retain a portion of the risk; BCBSGA claims services and discounts are provided.  In addition to health insurance, ACCG - GHBP offers opportunities to reduce the cost of medical care for county inmates.  Savings may be realized by using Blue Cross/Blue Shield provider networks for routine care or by insuring against large, catastrophic losses.  View the ACCG-GHBP Board Members

ACCG also provides a Claims Administrative Services unit to serve the needs of ACCG - GSIWCF and ACCG - IRMA members.  The unit provides claims service only to ACCG members and has extensive knowledge of the unique types of losses common to local government.

A full-time loss control program for Georgia local governments – Local Government Risk Management Services (LGRMS) – is also managed by ACCG and the Georgia Municipal Association, and LGRMS serves only the local government members of the two associations.  The program sponsors training sessions throughout the state on safety-related and wellness issues and topics such as legal liabilities, jail exposures, workers' compensation issues – with the goal of helping local governments keep their insurance costs low.
 
ACCG Inmate Medical Savings Program
 
From prescription drugs to mental health needs to costly medical treatments such as dialysis, ACCG recognizes that the rising costs in inmate health care is placing added strains on budgets for county jail operations.  For this reason, ACCG has developed the Inmate Medical Savings Program which allows counties to use the Blue Cross Blue Shield of Georgia (BCBSGA) network discounts when paying for the medical care of jailed inmates.
 
Program Benefits:

   •    No cost to sign up or insurance premiums.  The county only pays an administrative fee when a medical bill is paid.

   •    Greatly reduced medical and prescription drug costs.  Participating counties have averaged over 50 percent savings.

   •    Easy to sign up.  Counties simply must complete the required administrative paperwork.

   •    Since the program's inception in 2008, 115 counties have joined this program to take advantage of the savings.  Over $51.8 million dollars in billed charges have passed through the    program, resulting in a gross savings of $30.4 million dollars - that’s an average savings of 58 percent!

NEW PROGRAM BENEFIT!

   •    Access to Medicaid fee scheduling service (separate fee) to take advantage of the passage of H.B. 197 (O.C.G.A. § 42-4-15) in regards to "emergency health care services to inmates".
