Clint Mueller plays an essential leadership role in serving as a liaison between counties and state agencies and directing the efforts and initiatives of the organization’s policy team. He is also responsible for conducting research on state and federal policy issues, and determining their impact on county government.
An accomplished author on local government issues, he has authored ACCG’s Special Purpose Local Options Sales Tax (SPLOST) guide, the Public Safety Chapter of the County Commissioners Handbook, and a video on property taxes. Before serving as ACCG’s Legislative Director, Clint served as the organization’s Assistant Director of Financial & Management Services and Assistant Legislative Director, respectively.
Working closely with members of the General Assembly, Clint has played an integral role in passing several pieces of legislation that includes Special Purpose Local Option Sales Tax, Tax Allocation Districts, Conservation Use Assessment, Brownfield Remediation and Infrastructure Development Districts.
An active participant in several professional associations, Mr. Mueller is a member of the Georgia City/County Managers Association, Georgia Government Finance Officers Association, Georgia Association of Assessing Officials and a graduate of the Regional Leadership Institute and member of the Regional Atlanta Civic League.
He attained a Bachelor of Science degree, with a major in Justice Studies and a minor in Psychology and Sociology at Georgia Southern University. He then went on to complete a Masters of Public Administration degree at the University of Georgia.

Todd Edwards has been the Associate Legislative Director for Natural Resources and Environment with the Association County Commissioners of Georgia (ACCG) since August 2004. In this capacity, Todd facilitates the development of ACCG’s environmental policy in coordination with Georgia counties; staffs ACCG’s Natural Resources and Environment Committee; and lobby’s county positions before the General Assembly, state agencies and various other groups. In 2009 he also assumed these responsibilities for ACCG’s General County Government Committee.
Prior to this position, he worked for seven years as a regional representative for the Southern Legislative Conference of The Council of State Governments. He staffed the group’s Human Services and Public Safety Committee, Intergovernmental Affairs Committee and Energy and Environment Committee, performing policy research and analysis for 16 Southern state legislatures in these areas.
Todd, a Georgia native, earned his Master’s in Public Administration from The University of Georgia in 1997. He earned his B.A. in political science and history at the University of New Mexico in Albuquerque, 1993

Debra Nesbit is the Associate Legislative Director for Health and Human Services and Public Safety and the Courts with the Association County Commissioners of Georgia (ACCG).
Debra Nesbit’s extensive background includes serving as Deputy Director of the Judicial Council of Georgia’s Administrative Office of the Courts, directing all aspects of operations for the Administrative Office of the Courts, including supervision of executive management, budget and financial administration, as well as governmental affairs. Previous to being named Deputy Director, Nesbit spent four years as Associate Director of the Administrative Office of the Courts, responsible for legislative initiatives and attached judicial branch agencies, as well as development and presentation of the budget for the Judicial Council and attached agencies. Nesbit also served as the Staff Director for the Probation Advisory Council which is responsible for the regulation and oversight of Misdemeanor Probation Services statewide. Debra also has a background in Health and Human Services having served for 10 years as a State-wide Program Coordinator for the Division of Mental Health, Mental Retardation and Substance Abuse of the Georgia Department of Human Resources (DHR).

Michele NeSmith currently serves as the Research and Policy Development Director for the Association County Commissioners of Georgia (ACCG). She is responsible for conducting public policy and legal research on local, state, and national issues, policy development and education, supervising the ACCG and Georgia County Internship Programs, special projects management, and serving as a member of the legal team.
Prior to joining ACCG, NeSmith served as the Committee Aide for the Ways and Means Committee of the Georgia House of Representatives. She also worked as the legal aide for the Speaker Pro Tempore and Speaker of the House during her five year tenure at the Capitol. While with the General Assembly, she served as a faculty member for the 2004 State Legislative Leadership Foundation’s Civil Justice Seminar and was a member of the Fiscal Affairs and Government Operations Committee of the Southern Legislative Conference for the Georgia House of Representatives. Michele was selected as one of 20 “On the Rise” attorneys by the 2004 Fulton County Daily Report and has recently been selected to participate in the 2011 Class of Leadership DeKalb
Michele graduated from the University of Georgia with a bachelor’s degree in history and political science and received her Juris Doctorate from Mississippi College School of Law. She is a member of the State Bar of Georgia.
