David Paulk manages the operations of the ACCG Insurance Programs, which include the ACCG – Group Self-Insurance Workers' Compensation Fund, ACCG – Interlocal Risk Management Agency, and the ACCG – Group Health Benefits Program. These non-profit programs provide workers' compensation, property and liability, and health insurance for most of the counties in the state.
Prior to joining the Association County Commissioners of Georgia, David worked in Claims Administration and Risk Management for Figgie International and Corroon & Black. David serves on the boards of County Reinsurance Limited and Local Government Risk Management Services, Georgia Group Funds Association, and the Georgia Self-Insurers Association. He is a member of the State Workers' Compensation Board's Legislative Advisory Council, the Risk Insurance Management Society, Georgia City/County Management Association, and the Public Risk Management Association.
David is a life-long Georgian, born in Bainbridge, Georgia. David served two years in the Army. He received an Associate degree from South Georgia College in Douglas, and a Bachelor of Science degree in Political Science and Economics from Georgia Southwestern University in Americus. He holds the Associate in Risk Management Designation from the Insurance Institute of America.

David Uhlman received a Bachelor of Business Administration from Tennessee Technological University in 1980, majoring in Business Management. He obtained the Chartered Property Casualty Underwriter (CPCU) designation in 1994, the Associate in Claims (AIC) designation in 1995, and the Associate in Risk Management (ARM) designation in 1997. He worked with Aetna Life & Casualty company for 18 years before joining ACCG in 2000. He serves on the Board of Directors of the Georgia Public Risk Management Agency (PRIMA).

John Smith, a Risk Management and Insurance major, obtained his Bachelor of Business Administration degree from the University of Georgia in 1985. He obtained his Chartered Property Casualty Underwriter designation in 1995 and his Associate in Claims designation in 2004. Mr. Smith has obtained his Georgia Property Casualty Adjusters license and has over 25 years of claims adjusting experience. He has handled Georgia County claims since 1990. He is a member of the CPCU Society, Atlanta Claims Association and Southern Loss Association.

Ben Pittarelli, a Political Science Major, obtained his Bachelor of Science degree from James Madison University in 1985. He served active duty in the U.S. Army as a Infantry Officer after completing the Infantry Officer Basic Course and Airborne School in Ft. Benning Georgia. Mr. Pittarelli began his insurance career as a claims adjuster for State Farm Insurance in 1988 and eventually became a claims supervisor for the Atlanta Casualty Insurance Company. Since 1999, Mr. Pittarelli has served Georgia County governments as the Manager of Marketing and Field Services for all of the ACCG Insurance Programs.
