In 2009, the Georgia General Assembly created the Georgia Transportation Infrastructure Bank (GTIB) to serve as a revolving loan fund for local government transportation projects.  The bank was capitalized with $33.1 million for local government loans and $10 million for Community Improvement District (CID) grants.
