The Fiscal Research Center at Georgia State University's Andrew Young School of Policy Studies has released a new report, "An Analysis of Water Related Infrastructure Spending in Georgia,"  that examines the effects of past Georgia state and local government infrastrucutre investements and conservation policies on water quality and quantity and explores the necessary infrastructure investment to maintain future water quality and quantity.
