Flag Etiquette There are a number of federal and state requirements on the proper use and display of the United States or Georgia flags. The Secretary of State is designated as the custodian of the state flag. The President or Governor may issue proclamations or executive orders that the U.S. or Georgia flag be flown at half staff over federal or state buildings, or request that all U.S. or Georgia flags be flown at half staff. Typically the broader request is in accordance with certain federal or state holidays.
