Cancellation Information for Those Impacted by Hurricane Helene |
Our thoughts are with our members and their communities as counties throughout the state undergo recovery efforts from the impacts of Hurricane Helene. For those severely impacted, ACCG understands some members may need to cancel their 2024 Legislative Leadership Conference registration. If there is a need to cancel your conference registration, please do so as soon as possible by contacting your county clerk or the person in your county who manages ACCG event registrations.
To cancel your hotel reservation, please contact your conference hotel directly, if possible, by Friday, October 4th to limit the possibility of incurring any charges. Most conference hotels have a 48-hour cancellation requirement. Contact information for hotels is included below.

Register for the 2024 Legislative Leadership Conference |
Registration is open for the 2024 Legislative Leadership Conference (LLC). Join ACCG, your county colleagues, and state leaders on October 9-11 at The Classic Center in Athens-Clarke County. Attend the LLC to ensure your county's concerns are considered when voting to approve the 2025 Proposed Policy Agenda and Legislative Priorities. In addition, this conference presents opportunities for conference attendees to hear firsthand from state leaders and key policymakers on issues of significance to counties. A glimpse of the major sessions taking place during LLC can be found below.
Your participation is needed in the Business Session to approve the Proposed 2025 Policy Agenda and Recommended Legislative Priorities.
Business Session
Thursday, October 10
1:00 p.m.
Ensuring that all counties' voices are heard is a priority for ACCG. Voting delegates must be present to vote on the 2025 Proposed Policy Agenda and Legislative Priorities during this year's business session. The business session will take place on Thursday, October 10 at 1:00 p.m. Amendments to the policy objectives can be made by completing an amendment form.
Amendments to the Policy Agenda and resolutions may be proposed from the membership under the following conditions:
- Proposed amendments or resolutions must be in writing on an ACCG Amendment Form.
- Proposed amendments or resolutions must be co-signed by a total of five (5) commissioners that are each from a different county in good standing.
- Completed, proposed amendments or resolutions must be submitted to President David Sikes ([email protected]) and Todd Edwards ([email protected]) prior to the start of the Business Session.
Note: Cellular devices will be used to cast votes and delegates must be able to access their email accounts on-site.
Renowned Author, Award-Winning UGA Professor Dr. Charles S. Bullock, III, to Speak on Southern & Legislative Politics, Elections & Electoral Systems
Opening General Session

Dr. Charles S. Bullock, III, is an award-winning distinguished professor of political science at the University of Georgia. He is also a renowned author, co-author, editor and co-editor of more than 30 books and more than 250 articles and chapters, with his work published in major political science, public administration, and education journals. Dr. Bullock holds the Richard B. Russell Chair in Political Science and is Josiah Meigs Distinguished Teaching Professor and University Professor of Public and International Affairs at the University of Georgia. He has been recognized for outstanding teaching by the Department of Political Science, the Honors Program, and the Student Government Association. In 2015, Dr. Bullock was named University Professor, an honor bestowed on faculty who have had a significant impact on the University of Georgia beyond normal academic responsibilities.
His areas of expertise include legislative politics and southern politics. As the featured speaker for Legislative Leadership Conference, he will offer his professional expertise and insight on southern politics, legislative politics, and elections and electoral systems leading up to the 2024 general election.

Attend the Informative Hot Topic Sessions
Attend the hot topic sessions of your choice on Thursday afternoon to explore current issues that have significant county implications. Attendees can choose to attend one session during each time block.
Thursday, October 10 – Block #1
2:30 p.m. – 3:15 p.m.
Exploring the 2024 Tax Reform Package – House Bill 581, the comprehensive property and sales tax reform package of the 2024 legislative session, will be posed to voters in this year’s general election. This session will explore the many components and implications of this proposal.

Housing Resources with the Department of Community Affairs – Housing affordability and accessibility continue to remain a major issue for many Georgia communities. The Georgia Department of Community Affairs will share information on their various housing assistance programs. Recent legislation on the housing front will also be discussed.

3:30 p.m. – 4:15 p.m.
The Future of Public Safety is Now with Next Generation 911 – Next Generation 911 is a digital, internet protocol (IP)-based system that will replace the analog 911 infrastructure and will enhance emergency number services to create a faster, more resilient system. This session will provide a status update on Next Gen 911 implementation in Georgia and what is expected for the 2025 legislative session.

Cherokee County’s Investor-Owned Housing Analysis - Georgia’s metropolitan areas are facing an unprecedented wave of institutional investors buying up existing and new entry-level, single-family housing stock and turning it into rental housing. Learn how Cherokee County has identified these investor-owned homes and how its analysis can be duplicated in other counties to better understand how this has impacted the availability of owner-occupied housing.
